Regional School District 17 board unanimously votes to expel student for 180 days

Haddam/Killingworth — The Regional School District 17 Board of Education voted unanimously on Oct. 8, 2025, to expel Student # *****88648 for 180 school days, with the student eligible to return on or around Oct. 30, 2025 if the conditions of a Stipulated Agreement are met and presented to the administration before return.
Lisa Connelly, chair of the Regional School District 17 Board of Education, read the decision aloud after the board returned from an executive session. "It is the decision of the RSD17 Board of Education that Student # *****88648 be expelled for period of 180 school days with the opportunity to return on or around October 30, 2025 as long as all requirements outlined in the Stipulated Agreement are presented to the Administration in a meeting prior to return," Connelly said.
The board also affirmed the administration's authority to impose the full 180‑day expulsion if the student does not meet the stipulated conditions or if the student commits any subsequent offense that would warrant suspension or expulsion under board policy. The minutes record the decision as unanimous by a show of hands.
Board members present at the special meeting, held in the Central Office Board Room, were Lisa Connelly, Jennifer Voegtli and Ben Sodergren. Interim Superintendent Paul K. Smith, Principal Donna Hayward and Assistant Principal Kelly Brown of Haddam‑Killingworth High School were also listed as present, along with a student and a student parent.
Before issuing the public decision, the board moved into executive session to conduct the expulsion hearing. Jennifer Voegtli moved and Ben Sodergren seconded the motion to enter executive session; the motion carried and the board entered executive session at 8:07 a.m. The board returned to public session at 8:28 a.m., at which point Connelly read the decision. Voegtli moved and Sodergren seconded the motions to both return to public session and to adjourn; both motions were approved unanimously. The meeting adjourned at 8:31 a.m.
The school minutes redact the student's name and identify the pupil only as Student # *****88648. The record states the restoration of the student's privileges is contingent on meeting the terms of a Stipulated Agreement presented to administration prior to any return.
