Regional School District 17 board expels student for 180 days, allows conditional return

Lisa Connelly read the board’s decision aloud after the board returned from an executive session that had been convened for a student expulsion hearing. "It is the decision of the RSD17 Board of Education that Student # *****87275 be expelled for period of 180 school days with the opportunity to return on or around January 22, 2026 as long as all requirements outlined in the Stipulated Agreement are presented to the Administration in a meeting prior to return," the board statement said.
The board also stated that the administration retains the right to enforce the full 180‑day expulsion if the student does not meet the Stipulated Agreement conditions or if the student later commits an offense that would warrant suspension or expulsion under board policy. The minutes record the decision as unanimous by a show of hands.
The special meeting began at 9:00 a.m. in the Central Office Board Room and was called to order at 9:04 a.m. Members listed as present in the minutes were Lisa Connelly, Jennifer Voegtli and Ben Sodergren; Interim Superintendent Paul K. Smith and school administrators from Haddam‑Killingworth High School were also in attendance, as were a student and the student’s parents. The board entered executive session at 9:06 a.m. and returned to public session at 9:43 a.m.
