Red Oak City Council adopts Heart and Soul plan, sets public hearing for two city lots and approves grant, study and board appointment

The Red Oak City Council on Nov. 3, 2025, approved the Heart and Soul Community Action Plan and cleared several routine and policy items during a meeting at the Red Oak Fire Station.
Mayor Shawnna L. Silvius called the meeting to order at 5:30 p.m. and the council moved, by roll-call votes recorded as "all ayes," to adopt a set of resolutions and routine consent items. Councilperson Jeanice Lester moved to approve the agenda; Tim Fridolph seconded, and the motion carried. The consent agenda — which included approval of prior minutes and claims totaling $70,910.38 — passed on a subsequent motion by Brian Bills with a second from Jeanice Lester.
The council approved Resolution 2025-142 to adopt the Heart and Soul Community Action Plan after a presentation from Park Superintendent Adam Van Der Vliet and representatives of the Heart and Soul Committee. The council also approved Resolution 2025-143 to set a public hearing to accept bids on two city lots described in the resolution (commonly referenced as 303 W. 2nd St. and 107 E. Grimes).
Separately, the council approved Resolution 2025-144 accepting and committing to the Rural Innovation Housing 2.0 Grant and Resolution 2025-145 to hire PFM Financial Advisors LLC to conduct a water and sewer rate study. The council also approved Resolution 2025-146 appointing Elaine Hollen to the Low-Rent Housing Board.
City Administrator Lisa Kotter reported to the council on ongoing wastewater and water studies and a floodplain study, and noted her attendance at the International City/County Management Association conference. The mayor provided an update from the Animal Control and Welfare Committee saying the group has begun reviewing municipal codes and plans to conduct a community survey. Councilmembers offered brief reports on local events and outreach.
The meeting was adjourned at 6:48 p.m. by Mayor Silvius after all agenda items were covered. The council did not record individual roll-call vote tallies by name in the minutes provided; each motion and resolution in the record passed by roll call with "all ayes."
