SCDOT project update: multiple road jobs closed out, sidewalk finished and Laurel Bay roundabout timed for summer

SCDOT district staff gave the Beaufort County Transportation Committee a status update on a range of local projects and near‑term work schedules.
Tracy (RCD, SVOD) reported multiple contracts are complete and in contract closeout, saying, “The contractor has completed everything, including, anything that we had on the punch list.” Projects cited as finished or nearing closeout included Blythe’s Lansin Road, Allen Causeway and APAC’s Charleston Highway; staff expect final punch‑list work before formal closeout.
Tracy described ongoing and upcoming work on Fording Island, Castle Hall Road and 1st Boulevard/Spanish Point, including full‑depth patching and planned mill‑and‑fill operations. She estimated roughly 30,000 square yards of full‑depth patching for one corridor, an operation she said could take about a month once crews begin.
Committee members asked about start dates for Fortin Island/US‑278 work and potential impacts on a local heritage event; Tracy said crews expect to start certain Fortin Island segments in February and that night‑work restrictions apply on the island.
Tracy explained value engineering for Castle Hall Road — which has a concrete base with an asphalt overlay — noting the district is exploring removing and replacing the concrete rather than applying a surface overlay to achieve a long‑term fix without increasing the contract price.
Tracy also reported Osho Road’s sidewalk project is complete with punch‑list items met and grass growth targets being monitored before final closeout; site prep will remove silt fencing around Jan. 31 and staff recommended a March ceremony if stakeholders desire one.
Rusty updated resurfacing work: Year 8 resurfacing is complete, Year 9 resurfacing is out for bid (closing Jan. 22), and a microsurfacing proposal returned below the committee’s previously discussed 5% threshold. Rusty said the micro‑servicing rejuvenator procurement moved to PFC and will proceed to council.
On bridge‑replacement work, staff said DOT is processing the grant application and continuing design; a committee member observed the project may qualify for a categorical exclusion rather than an environmental assessment, which DOT staff are evaluating.
No public commenters appeared during this meeting. Staff said more detailed project slides (contractor, funding source, and final cost) will be distributed in follow‑up materials and that additional project details will appear in upcoming committee slides and agendas.
