The special funds report lists approximately $5.5 million in impact fees; with $2.4 million in outstanding commitments, that leaves about $3.0 million uncommitted and available for potential capital opportunities.
Year‑to‑date materials expenditures total about $315,000, consistent with expectations that most material purchasing occurs in the second half of the fiscal year. The chair noted that the county operating budget is about $7,000,000 and commented that the library’s returned value to the community (circulation‑based estimate) roughly offsets taxpayer investment in the system.
The finance chair said operating combined spend is at about 44% of budget halfway through the fiscal year, with $452,000 unspent and personnel underspending driven partly by vacant positions. The chair also said the library expects to approach $1,000,000 in materials spending by year end, consistent with last year’s near‑$954,750 investment in materials.
