Otis Cultural Council approves $225 for library program and approves Dec. 18 minutes

At its March 19, 2025 meeting the Otis Cultural Council approved the Dec. 18, 2024 minutes and a $225 request from the Otis Library for a children’s program, discussed volunteer needs for recycling, incomplete reimbursement paperwork, and heard a council member’s resignation.
The Otis Cultural Council met in person March 19, 2025, called to order at 6:15 p.m., and approved the minutes of Dec. 18, 2024. Jeanne Randorf, chair of the Otis Cultural Council, led the meeting, which concluded at 7:25 p.m.
The council recorded two formal approvals. Carol Lombardo moved to approve the Dec. 18, 2024 minutes; Deb Fogel seconded the motion and the minutes were adopted. Later, Stephanie Skinner, director of the Otis Library, requested $225 to pay Brie’s Balloons for a library program; the council approved that expense.
The meeting included routine financial and program updates. Shanon Albee, presenting the financial report, said the Festival Latino and the Blandford Historical Society had not yet submitted required reimbursement forms, leaving those funds encumbered until paperwork is received. Heidi Utenis said she will submit FRRES reimbursement forms immediately after the event.
Recycling matters drew discussion: the recycling committee reported it needs volunteer help one weekend a month at the transfer station. Separately, Tom Soules of the Am Vets requested that his organization be allowed to deduct the cost of a hand cart and a roof between sheds from the quarterly shed allocation; the minutes record the request but do not record a final decision on that deduction.
On programming and town projects, Tom Ragusa completed a Knox Trail video that Chair Randorf described as "very good." The council also discussed upkeep of the town’s flower barrels; Randorf said she inspects the barrels and will email last year’s participants about replacements. Arlene Tolopko and Shanon Albee recommended bands for an upcoming Summer Festival.
Council member Carol Lombardo announced she is moving to Pennsylvania and tendered her resignation; the minutes note she "will be missed." The council scheduled its next meeting for April 16, 2025. Minutes for the March 19 meeting were submitted by Deb Fogel.
