Otis Conservation Commission approves several buffer-zone determinations, grants NOI with added controls for well drilling

The Otis Conservation Commission on May 19, 2025 unanimously approved a slate of permit determinations and a Notice of Intent during a meeting that opened at 6:00 p.m.
The commission approved an RDA filed by Jeffrey L. Gamelli Jr. on behalf of Donald and Patricia Hawley for replacement of a failed septic system at 1538 East Otis Road, issuing a -3 determination with standard conditions. Chair Dave Sarnacki made the motion; Bruce Wall seconded and the vote was unanimous.
The commission also granted a -3 determination for a seasonal aluminum dock at 106 Leonard Road, submitted by Christopher and Margaret Janes; Chris Chaffee seconded that motion. For a stonewall repair at 59 Partridge Road (filed by Taylor Herlihy for James Pace), the commission required the work to be performed by hand during drawdown and that the commission be notified before work begins.
A larger permitting action involved a Notice of Intent from R. Levesque Associates on behalf of Robert Albertson for construction of a new single-family home, deck, septic system and site improvements at 57 North Gate Island Road. The commission granted the NOI with standard conditions and added explicit controls for a slurry pit associated with well drilling: extra environmental controls must be installed around the slurry pit and the conservation commission must be notified once those controls are in place prior to the start of work.
The commission revisited a previously filed RDA from Stephen Gladding (Kingsley Road) proposing a 10-by-125-inch gravel access to Watson Pond. The commission issued a -3 determination with standard conditions plus additional erosion-control measures: extend environmental controls between the trees and the water, require flush-cutting of any trees, and implement erosion-control measures such as boulders if any cutting into the bank is required.
The commission also directed staff to send a certified and first-class letter to homeowners Donald and Chet Galaska regarding unpermitted work at 306 Kibbe Road because the requested NOI was not filed following the April meeting.
Motions to approve minutes from the April 15, 2025 meeting and the permit determinations were all approved unanimously. The meeting concluded with a motion to adjourn at 6:58 p.m.
Next steps: applicants must comply with the condition set for their approvals (for example, notifying the commission before work at 59 Partridge Road and providing slurry-pit controls and notification for the Albertson project). The Galaska homeowners must be sent the required notice and expected to file an NOI.
