Otis Conservation Commission approves multiple resource-area projects, continues one application

The Otis Conservation Commission on April 15 voted unanimously to issue several negative-3 determinations and standard conditions for a series of resource-area projects, while continuing one waterfront-access application to the May meeting.

Dave Sarnacki opened the meeting and made the motions on a number of items that the commission adopted unanimously after discussion. The commission issued a negative-3 determination for the Town of Otis project to remove and replace eight roadway cross culverts and headwalls within the buffer zone of the Springfield Water Supply. The commission also issued a negative-3 determination for Brad Johnson of 152 Kingsley Road to replenish beach sand in front of his home using Title 5 sand for the Watson Pond frontage.

During the same public-hearings block the commission considered several residential applications. The panel continued the application submitted by Stephen Gladding for a gravel access to the waterfront on Kingsley Road to the next month’s meeting after discussion; the minutes show the continuation motion was made and seconded. Elisa Romm’s application to repair a stonewall bordering her property on North Lake Avenue received a negative-3 determination with standard conditions plus a requirement to install a 20-foot wattle extending from the pillar on the homeowner’s property.

The commission also approved Todd Brouillette’s request to remove 12 trees deemed to be endangering property, with a requirement that the trees be flush-cut and roughly 20 arborvitae be planted in the general vicinity as replacement. John W. Field Tree Service, acting for Lawrence White at 16 Old Pease Road, received approval to remove four trees with the condition that stumps be flush-cut or ground.

All motions for these items were recorded as made by Dave Sarnacki and seconded by Domenic Battista or other members as noted; votes were unanimous.
