Whittier Tech panel votes to form MSBA school building committee, asks for two Northern Essex seats pending approval

The Whittier Regional Vocational Technical School Committee voted to form a school building committee to meet Massachusetts School Building Authority (MSBA) requirements and asked MSBA to consider adding two representatives from Northern Essex Community College pending MSBA approval.

The motion approved on a unanimous voice roll call directed the superintendent to submit an outline of the 11-member municipal representation required by the MSBA letter and to request two additional Northern Essex seats "pending what the SBA says," as discussed by members. The committee also agreed to finalize individual member names at a future meeting.

Superintendent Lynch reviewed the MSBA eligibility steps the district must complete, including formation of a school building committee, an educational profile questionnaire and an online enrollment projection. Lynch said the district has been in ongoing conversations with municipal leaders, MSBA staff, and Northern Essex officials and described the eligibility kickoff and related meetings.

Committee members emphasized the MSBA's prescribed membership categories for the committee: local chief executives or their designees, an administrator, a school committee member, superintendent, facilities official, a member experienced in architecture/engineering/construction, a budget official or finance committee member, and others the committee may appoint. Members asked that the committee outline match those role boxes so the district can comply with the MSBA submission requirements.

Several members raised the question of how Northern Essex representation would work within MSBA's rules. One member said the district could request additional positions but MSBA would make the final determination. The committee resolved to request two seats for Northern Essex and to fill those seats only if MSBA approves.

Superintendent Lynch also told the committee that the district must complete MSBA deliverables on a fixed timeline: an educational profile and chapter 74 program viability documentation by October 30, 2025, and an enrollment projection deliverable in the MSBA portal. She said Whittier Tech currently enrolls about 1,280 students and that staff will study potential enrollment levels (1,400 to 1,500) for the next project planning cycle.

The vote authorizes the school building committee outline and the MSBA request; committee members will return with the municipal appointees and additional implementation details at the next meeting.
