Finance Committee advances capital expenses policy draft; flags EMS and school budget uncertainties

The Otis Finance Committee on Nov. 13 continued drafting a capital expenses policy and reviewed several items that could affect next year’s budget, including the town’s new EMS arrangement and uncertainty around the school budget under a recently enacted RDA.
Sue Brofman, Finance Committee member, asked why the MLP was not included in the draft capital policy and was told the MLP is a separate entity and not within the committee’s purview; Therese Gould, Finance Committee member, said she would attempt to locate past MLP reports and noted those reports are public record. The committee did not add the MLP to the draft at this meeting.
Members reported that wastewater capital costs are up to date following the last round of capital expenses, and that departments have rotating projections of future expenses available for committee review. The minutes note those departmental projections can be consulted “at any time.”
Committee members discussed that emergency medical services (EMS) are newly coming on board as a town entity. The minutes say EMS’s needs, expenses and income to the town will take time to settle and that the EMS budget is expected to be higher this year as the town works through those numbers.
The committee also flagged uncertainty in the school budget, saying the school is the largest part of the town budget and that a new RDA is now in effect; the town will plan around the school’s final numbers once they are available. The minutes do not expand the acronym RDA or provide further detail about timing.
The committee agreed to meet again after it receives budget information for the next fiscal year. The meeting adjourned at 12:32 p.m.
