Otis Planning Board flags need to update master plan; discusses FY26 budget items

At the Dec. 9 meeting the Otis Planning Board reviewed draft FY26 planning budget materials and discussed the longer-term need to update the town master plan.
Brandy circulated the proposed FY26 budget and members reviewed typical expense categories such as advertising, legal notices and postage. The board discussed whether application fees cover permitting costs and whether zoning-board compensation should be a stipend rather than hourly. “Stacy, library building project has hired a professional who is using the master plan and because the plan is outdated it is impacting the project,” members said when describing project impacts. Board members noted the town’s master plan is now roughly in its ninth year since adoption and expressed concern that an outdated plan can weaken grant applications.
Hal Kobrin urged the board to pursue grant funding and to coordinate with the Select Board on a master-plan update, noting states are encouraging towns to refresh plans. Chair Mark Anthony asked Hal to gather information on grant deadlines so the board can assess timelines for a potential update.
Next steps: The board will consider whether to recommend that the Select Board pursue grant funding for a master-plan update and will review budget line items and permit-fee coverage in advance of submitting FY26 recommendations.
