Otis Planning Board seeks police and highway input before pursuing 'obstruction of road' bylaw

The town’s proposed "Obstruction of Road or Public Way" bylaw, submitted by the Select Board, was discussed but not advanced. Mark Anthony, chair of the Planning Board, said the draft arose after residents placed cones and flags on a narrow road to slow traffic near the town beach, which sometimes forces vehicles into the oncoming lane.
"People have been putting cones and flags in the road to slow people down but it is obstructing traffic and causing cars to go into other side of road," Mark Anthony said, describing the safety concern that prompted the proposed bylaw.
Board members expressed concern about adding additional rules without first consulting the police and highway departments about enforcement and other options. The board asked staff to invite both departments to the January meeting to discuss whether traffic enforcement or other non-regulatory measures could address the problem.
The board left the matter open for further discussion in January after gathering input from the police and highway departments.
