Otis Planning Board adopts searchable bylaws and accepts editorial updates

The Town of Otis Planning Board voted Dec. 9 to accept updates to the town’s zoning and general bylaws and to make the bylaws available in a searchable, consolidated online platform offered by General Code.
Board members said the proposed changes are primarily editorial — renumbering and indexing rules, correcting capitalization and grammar, and replacing gendered terms with neutral language — and that putting the bylaws on an integrated platform will make them easier for staff and the public to search. “This puts bylaws into an online platform so it is all in one place and searchable,” the board noted during the public hearing.
The board approved the draft changes on a motion by Hal Kobrin, seconded by Ross Knowles; the board voted unanimously to accept the edits. Chair Mark Anthony then moved, and Barb Gallagher seconded, to close the public hearing on the bylaw updates; that motion also passed unanimously.
Why it matters: consolidating the town’s bylaws into a searchable code should make it faster for residents and staff to locate applicable rules and reduce confusion caused by multiple files and inconsistent formatting. The changes recorded at the Dec. 9 meeting were described by board members as editorial rather than policy revisions; the board did not change substantive zoning policy in this vote.
The board approved Nov. 18 meeting minutes at the start of the session (motion by Hal Kobrin, second by Ross Knowles). The Planning Board indicated the updated bylaws will be published through General Code after final administrative steps.
