The Town of Otis Planning Board reviewed a proposed general bylaw on obstruction of roads or public ways at its Oct. 21 meeting and asked staff to re-invite Police and Highway department representatives for clarification on enforcement.
Members noted that Police and Highway Department staff had been asked to attend but could not make the meeting. Hal Kobrin questioned why the matter was going to the Planning Board and suggested the Select Board might be the appropriate body to approve and submit bylaws. Ross Knowles raised practical concerns, asking whether common traffic-control measures such as cones would be covered by the proposed language. Chair Mark Anthony asked who would enforce the bylaw and whether it is already law.
Separately, the board briefly discussed an accessory dwelling unit proposal and asked that members have more time to read the document and consider how ADU rules relate to the proposed short‑term rental bylaws. No formal votes or actions on the bylaw or the ADU item were recorded at the meeting.
The board agreed to seek further input from Police and Highway departments before taking action and deferred substantive decisions to a future meeting.
