Barbour County Commission approves road contracts, jail change order and several appointments

Chairman Jerry McGilvray called the meeting to order. The commission awarded Bid 2026-10 (Project RA-BCO 03-323-26) for work on Bud Gary, Lonnie Wilson and Skeeter Roads to APAC-Alabama Inc. for $1,066,915.40, and awarded Bid 2026-11 (Project RA-BCP-03-325-26 McGilvary Road) to Wiregrass Construction Company for $207,030.56. Both motions were moved by Commissioner Jason Bennett, seconded by Commissioner Eric Pomeroy (Bid 2026-10) and Commissioner Karen Colllins (Bid 2026-11), and both carried unanimously.
The commission approved Change Order 2 to the ARPA-funded jail renovation project to replace fresh-air actuators for $10,810 as presented by the architect. Commissioner Eric Pomeroy moved the change order and Commissioner Frances Shipman seconded; the motion carried unanimously.
In financial business the register for April 1–30, 2026 was recorded with a total of $1,443,481.21 across county funds including the General Fund, Payroll Fund, Insurance Fund, Solid Waste Fund and others.
The panel also approved the listing and sale of surplus county assets on GovDeals, recording VINs and descriptions for five county vehicles slated for disposal. A motion to hire an additional temporary clerk in the Probate Office to cover employees out on leave was approved unanimously.
Barbour County EMA Director David Logan requested approval to apply to Wiregrass RC&D for a grant to purchase weather radios; the commission approved the grant application. The commission confirmed a series of appointments: Commissioner Jason Bennett was appointed to the ACCA Legislative Committee for 2026–2027; Danny Christ was appointed to the Barbour County E-911 Board; and Tim Walker was appointed to the Barbour County DHR Board. The commission tabled a SARCOA board appointment and a request from Zola Denison for memorial signage until the next meeting.
The commission convened two executive sessions: one to discuss the purchase or sale of property and a second to discuss the general reputation and character of a person. Roll-call votes for both executive sessions were recorded with all seven members voting yes. After the second executive session the commission reconvened and authorized the Revenue Commissioner to hire a part-time consultant. Commissioner Jason Bennett moved to adjourn; Commissioner Frances Shipman seconded and the meeting was adjourned.
Marcia Hudson of Barbour County Pageants thanked the commission for a letter of support required by the National Peanut Festival Association and introduced the county’s reigning pageant queens during the presentations portion of the meeting, which the minutes list for the record.
