Dickson County Commission approves budget amendments, surplus property sales and private-act change amid split votes

The Dickson County Commission met Oct. 21, 2019, at 7:00 P.M. in the Dickson County Courthouse. County Mayor and Chairman Bob Rial called the meeting to order; Commissioner Jeff Corlew led the devotion.
Commissioners approved routine business, including the Sept. 16 minutes after a motion by Commissioner David Shepard and a second from Commissioner Linda Hayes. The panel then moved through several appointments: Commissioners approved multiple names for the Jail Disciplinary Board (motion by Commissioner Jeff Corlew, seconded by Commissioner James C. Dawson); David Brogdon was appointed to the District 6 Planning Commission (motion by Commissioner Becky Spicer, seconded by Commissioner Stacey Batey); and Commissioner Randy Simpkins was appointed to the Ag Committee (motion by Commissioner Dwight McIllwain, seconded by Commissioner Jeff Eby). All appointment motions passed by unanimous voice votes.
The commission considered a set of budget resolutions. Resolution 10-2019-01, which authorizes certain amendments to county funds except school funds, was moved by Commissioner Jeff Eby, seconded by Commissioner Stacey Batey, and passed by unanimous voice vote. Resolution 10-2019-02, to authorize amendments to the County’s General Purpose School Fund (Fund 141), Federal Projects Fund (Fund 142) and Central Cafeteria Fund (Fund 143), was moved by Commissioner Jeff Eby and seconded by Commissioner David Shepard. That resolution passed 10–2, with Commissioners Linda Hayes and Jeff Spencer recorded as voting No.
The commission also declared two parcels surplus by passage of Resolution 10-2019-03. The parcels are identified as Map 111A, Group A, Parcel 001.01 (4.30 acres at 204 Henslee Dr) and Map 110C, Group Q, Control Map 103N, Parcel 031.00 (building and lot at 106 N. Main St). The county instructed the County Purchasing Agent to sell the properties after library and county offices relocate, with the goal of returning the parcels to the county tax rolls. The motion to declare the properties surplus and authorize sale passed by unanimous voice vote.
Resolution 10-2019-04, described in the agenda as a resolution to ratify and approve a Private Act pertaining to the position of County Highway Engineer, passed with recorded opposition and an abstention. The resolution makes the County Highway Engineer an appointed office to be filled by the County Mayor and confirmed by the county legislative body, effective Aug. 31, 2022 (the end of the current term), or upon a vacancy. The motion, moved by Commissioner Jeff Eby and seconded by Commissioner David Shepard, passed 9–2 with Commissioners Dwight McIllwain and Clayton Ellis voting No and Commissioner Randy Simpkins recorded as abstaining.
Under other business, the commission moved several items to later meetings, including quarterly financial reports (all funds except schools) and dedication of the Evergreen Estate roads. The county also noted CT-0253 funding for the Highway Department in the amount of $240,814.00 is in place and processed. A list of notaries submitted by County Clerk Luanne Greer was approved on a motion from Commissioner Clayton Ellis and a second from Commissioner Jeff Corlew.
