Dickson County Commission approves grant applications, budget amendments and up to $13M in refunding bonds

The Dickson County Commission on April 15 unanimously approved a series of resolutions authorizing grant applications, budget adjustments and a bond refunding aimed at refinancing jail-related debt.
County Mayor Bob Rial presided over the meeting at the Dickson County Courthouse in Charlotte. Commissioners approved a Tennessee Department of Transportation Litter and Trash Collecting Grant application for $54,300 and a resolution allowing certain amendments to all county funds except those established for schools. Both motions passed on unanimous aye voice votes.
The commission also authorized staff to apply for a Select Tennessee Site Development Grant of $39,872, a 50/50 grant to cover due diligence costs—inspection, survey and site planning—on roughly 54.54 acres along Sanker Road identified in county records as Assessor Map 120, Parcel 011.00 (referred to in the meeting as the “Canterbury Property”). Commissioner Jeff Spencer moved the grant application authorization; Commissioner David Shepard seconded the motion, which passed unanimously.
On a related finance action, the commission approved a resolution authorizing issuance of up to $13,000,000 in aggregate principal of General Obligation Refunding Bonds, Series 2019. The resolution, moved by Commissioner Carl Buckner and seconded by Commissioner James C. Dawson, was described as intended to refund and redeem the remaining outstanding maturities of the county’s $18,000,000 general obligation bonds, refinancing jail debt. The motion passed by a unanimous aye voice vote.
Other business included a motion by Commissioner Jeff Eby, seconded by Commissioner Randy Simpkins, to table discussion about constable blue lights. The commission also approved a slate of county notaries submitted by County Clerk Luanne Greer. Announcements included a Tennessee City Fire Department fish fry scheduled for April 27, 2019. The meeting adjourned at 7:50 p.m.
