City manager: Carlisle adopting NIST 2.0 cybersecurity framework; full plan withheld for security

City Manager Chris Lohr told Carlisle City Council on Dec. 9 that the City is adopting the NIST 2.0 cybersecurity framework and will continue implementation work over the next three years.
Lohr explained the full cybersecurity plan was not included in public records because making facility or network protections public could pose security risks. He offered to meet with council members who want a general briefing or who wish to review plan elements in a controlled setting.
Lohr said the City’s current cybersecurity posture gives him confidence but that substantial implementation work remains. He emphasized an intent to prevent the City from becoming the subject of a security breach and encouraged council members to ask questions or request briefings as needed.
