Carlisle council approves minutes, hears bridge safety concerns and cancels Dec. 23 meeting

Carlisle City Council handled routine business, heard a public safety concern about bridge construction and voted to cancel a December meeting during its Nov. 25 regular session.

During public forum, residents Denise Eagle and Diane Lane raised safety concerns about a construction zone on the bridge near Kenneth Koons Boulevard and asked council to address traffic and pedestrian safety at the site.

Councilmember Tim Humphries reported on a Warren County presentation titled "Protecting Your Organization from Internal Theft," and said he would make the PowerPoint available to council and the city manager. Councilmember Debbie Kemper reminded residents about community events, including the Tree Lighting on Dec. 2 and a canned-food collection at that event.

Acting City Manager Alaina Geres provided the manager's report in the absence of City Manager Lohr. Geres told council that the Ohio Department of Transportation will likely need until the second week of December to finish expansion joint work on the bridge's second phase and may return in spring to complete concrete sealing; she said the work can be done from under the bridge, so traffic should not be impacted.

On procedural business, the council approved the Nov. 12 work-session and regular meeting minutes by roll call. Later, Mayor Randy Winkler asked council to consider cancelling the Dec. 23 meeting. Councilmember Jason Faulkner moved to cancel, seconded by Councilmember Michael Kilpatrick; the motion passed on a 5–1 roll call vote, with Councilmember Tim Humphries voting no. The meeting adjourned at 7:21 PM.

The minutes do not specify whether staff will take further immediate action regarding the bridge safety comments beyond the manager's update concerning ODOT's schedule.
