He also said that Matt Kelly, the county fire chief, had signed the Certificate of Occupancy for the premises. Savant emphasized the urgency of addressing potential fire‑hazard conditions in an occupied apartment complex, and the council agreed that staff should follow up promptly.
City Manager Richard Newbern acknowledged the concern and said staff would investigate the sprinkler pressure, confirm which buildings were tested, and pursue any necessary compliance measures. The council also discussed that the complex is within city limits and noted that the property is in the process of obtaining a business license.
