Harpersville planning board schedules zoning amendments for council review, updates local developments

Chairman David Sanders told the Harpersville Planning & Zoning Board on Jan. 20 that proposed amendments to Article II and Article XXIII of the town's Zoning Ordinance are scheduled to be considered by the Harpersville Town Council at its Feb. 2 meeting; approval by the council would conclude the current round of ordinance revisions.
The board met at Harpersville Town Hall and confirmed attendance and a quorum before approving the meeting agenda and the Nov. 17, 2025 minutes by unanimous voice votes. Board member Della Pender moved to approve the agenda, and Angela Hicks seconded; Paul Brooks moved to approve the minutes, seconded by Pender. No public hearing was scheduled and no members of the public addressed the board.
During the Old Business segment, Sanders said the Article II and Article XXIII amendments will be placed on the Town Council docket on Feb. 2, 2026. The board did not record additional detail in the meeting record about the specific content of the amendments; the minutes state only that council action is scheduled on that date.
In brief New Business updates, Sanders reported that Rawya Farms (previously owned by Golden Eagle) has been sold and that some road work has been completed to improve access to that property. He said there is currently no update on Robin Hayes and the Morgan Creek development. Sanders also told the board that Garrett Farms is scheduled to begin new home construction in March 2026, and that the final surface of roads in Harpers Creek is expected to be completed by late February 2026.
Chairman Sanders announced upcoming public meetings: a Town Council work session at 5:00 p.m. and regular meeting at 5:30 p.m. on Monday, Feb. 2, 2026 (both at the Harpersville Community Center); the Harpersville Water Board work session at 4:30 p.m. with a 5:00 p.m. meeting on Feb. 9, 2026; and the next Planning & Zoning Board meeting on Tuesday, Feb. 17, 2026, at 6:15 p.m.
With no further business, Paul Brooks moved to adjourn, Della Pender seconded, and the meeting ended at 6:19 p.m.
