At the April 8 City of Coolidge workshop, City Manager Lonnie Adamson told the council that the city’s accounting software (Edmunds) was producing reconciliation issues and recommended hiring external CPA services for monthly bank reconciliations. Adamson presented a quoted annual cost from Hudson and NeSmith of $3,000 to $5,000 and said outside help would reduce workload for the finance staff and help maintain compliance.
Adamson also introduced first-quarter budget amendments intended to reduce reliance on reserve funds. The amendments include salary adjustments and a plan to use surplus from increased water rates to balance the General Fund; discussion noted a need to confirm changes to service providers for software and IT.
A resolution was introduced to open a separate American Rescue Plan Act (ARPA) bank account to designate funds for a sewer project and road paving; Councilman W.C. Smith explained that using ARPA funds was needed to address infrastructure issues and to comply with an April 30 deadline (as noted in the workshop record). The minutes record that the ARPA-account resolution was introduced; no vote or final action was recorded in the workshop minutes.
A signature-stamp policy was introduced to allow payroll processing by the finance department in the absence of the city manager and mayor; Adamson requested review by the city attorney before approval.
