South Range council approves flagpole replacement, payroll-audit and bond payments, sends employee handbook to attorney

At its Nov. 2 meeting the Village of South Range council approved a series of administrative and financial items, including replacement of the community hall flagpole, payment of an MML payroll audit fee, the upcoming sewer bond payment and payment of outstanding bills.
Trustee Greg Harkonen moved to remove the old community hall flagpole and purchase and install a new pole in the spring (with the caveat that the company could complete the work this fall); Trustee Tim Korby seconded and the motion passed unanimously. Clerk Kristen Archambeau reported the village received an insurance check of $16,025 for the flagpole; once tax-exempt documentation is provided the village's out-of-pocket cost will be $500, the clerk said.
Trustee Greg Harkonen moved (seconded by Trustee Tim Korby) to pay the Michigan Municipal League $8,349 for an annual payroll audit; the motion passed unanimously. The council also approved payment of the scheduled sewer bond ($4,731.20) on a motion by Trustee Greg Harkonen, seconded by Trustee Tim Korby, and authorized payment of bills totaling $48,839.10 (motion by Trustee Therese Parolini, supported by Trustee Paul Saaranen). The clerk recorded $24,065.39 in old bills and $24,773.71 in new bills as the breakdown for the total.
The council agreed to send the draft Employee Handbook, with suggested council edits, to the Village Attorney for review. Council members also discussed reviewing garbage rates with Waste Management but took no formal action on rates at the meeting.
Why it matters: the actions allocate funds for routine municipal obligations, replace damaged municipal property using insurance proceeds, and move personnel policy work to legal review.
Next steps: staff will provide tax-exempt documentation to the flagpole contractor as needed and proceed with repairs or installation according to the contractor's schedule; the handbook review will proceed with the Village Attorney.
