President George Eakin presided over the Village of South Range council meeting on Nov. 2, 2023, where trustees approved the treasurer's report, authorized distribution of collected property taxes and adopted a property tax collection resolution.
The council accepted the Treasurer's Report on a motion by Trustee Therese Parolini, seconded by Trustee Paul Saaranen; the motion carried with all trustees present voting aye. The council then authorized transfer of $206,951.17 in taxes collected from the Agency Fund as follows: $42,952.84 to the Local Street fund, $161,786.97 to the General Fund, and $2,211.36 as a 1% collection fee to the General Fund. The motion was made by Trustee Tim Korby and seconded by Trustee Greg Harkonen and passed unanimously.
The council also adopted the "Property Tax Collection Resolution 2023." Under the resolution, the transcript states that "Property Taxes will be collected by the Village and must be paid to the Village Treasurer until the last day of each February. Thereafter all unpaid taxes must be paid to the Houghton County Treasurer." The resolution further specifies that taxes may be paid to the Village Treasurer without penalty through Sept. 14, 2024, and that payments received after that date will be delinquent and subject to an interest charge of 1.5% per month (or partial month) plus a one-time late fee of 4% (minimum $1.00). The motion to adopt the resolution was made by Trustee Paul Saaranen and seconded by Trustee Greg Harkonen; the motion carried with all trustees voting aye.
Why it matters: the transfers move current-year tax receipts into operating funds used for streets and general municipal operations, while the resolution sets the local timetable and penalties for tax payments and delinquencies.
Next steps: the council did not record any dissent and took no additional amendments to the resolution during the meeting. Implementation will proceed under the terms approved by the council.
