Residents raise persistent noise complaint; developer outlines plans and seeks village utilities

During the public-comment portion of the June 13 meeting, resident S. Collins said a neighbor has been yelling, including using curse words, outside her home for about 1.5 years and that calls to the sheriff have offered only temporary relief. S. Sabatini asked the council about five lots in the Whealkate subdivision that must be built upon and inquired about the possibility of an ordinance enforcement officer to address such issues.
Later in the meeting M. Franchi, attending by Zoom, presented his business plans for property in South Range, outlining potential revenue and a site layout. Franchi said he hopes to break ground in spring or summer 2025 and would like to get water and sewer service from the village; the council agreed to consult UPEA (Chris Holmes) and KEDA before the next meeting to advise on utilities and development support.
No formal action on the noise complaint, ordinance enforcement or the Whealkate lots was recorded in the minutes; the council did not appoint an enforcement officer or make a determination about the Whealkate lots at this meeting.
