Ashville council unanimously approves band donation, fee waivers for homecoming and youth football, and biohazard‑waste contract

The City of Ashville Council on Sept. 3 unanimously approved a series of routine items and community-support measures, including a $2,500 donation to Ashville High School’s band, two fee‑waiver ordinances for upcoming community events, and a three‑year biohazard‑waste contract for the Fire Department.
Mayor Derrick Mostella called the meeting to order at 6:10 p.m. and confirmed that Councilmembers Edward Roscoe Lane, Shirley Smith and Denise Williams were present; Councilmembers Adam Abernathy and Robin Bowlin were absent.
Band Director Andrew Record appeared with two students to request a $2,500 contribution to purchase a loudspeaker sound system and supplies to make life‑size travel cards for the band’s show. Councilmember Shirley Smith moved to approve a $2,500 donation to Ashville High School on behalf of the band; Councilmember Denise Williams seconded the motion and the council voted unanimously to approve the donation.
The council next considered Ordinance 2024‑014, which would waive business license and permit fees for Ashville High School’s homecoming on Oct. 3, 2024. Councilmember Denise Williams moved to suspend the rules to consider the ordinance; the suspension carried on a unanimous roll call. A motion to approve Ordinance 2024‑014 (moved by Denise Williams; seconded by Edward Roscoe Lane) passed unanimously.
The council took up Ordinance 2024‑015 seeking to waive business license and permit fees for youth football games on Sept. 7, 2024. The council again suspended the rules to consider the ordinance and then approved Ordinance 2024‑015 on a unanimous vote (motion to approve moved by Denise Williams; seconded by Edward Roscoe Lane).
On a separate administrative item, the council approved a Stericycle contract for Fire Department biohazard‑waste disposal at $30 per month for 36 months and ratified any prior related actions. Councilmember Denise Williams moved to approve the contract; Councilmember Edward Roscoe Lane seconded and the motion passed unanimously.
The council also voted to approve payment of bills due (motion by Denise Williams; seconded by Shirley Smith), and heard brief announcements: the next council meeting is scheduled for Sept. 16, 2024; the Fall Festival & Car Show is set for Oct. 26; and Sweets on the Square is scheduled for Oct. 31. Mayor Mostella then called for adjournment; Denise Williams moved to adjourn, Shirley Smith seconded, and the council adjourned by unanimous vote.
Actions recorded at the meeting were routine approvals and community-support measures. The meeting did not include public hearings, contested votes, or contested testimony.
