At the Feb. 13 Chaplin Planning & Zoning Commission meeting, Zoning Enforcement Officer Jay Gigliotti presented photographs taken that day showing no change at 80 Marcy Road and recommended asking the property owner to attend the March meeting to discuss outstanding fines.
Gigliotti also reported that his written monthly report is available at Town Hall and identified two items needing follow‑up: one zoning permit issue related to a run‑in with a tack room on Singleton Road, and one zoning compliance matter for a new single‑family residence on Phoenixville Road. Gigliotti said the tenant for the new commercial space announced by Commissioner Dave Garceau (a psychic‑readings business) will contact the ZEO to address any permit or compliance requirements.
Procedural actions taken: The commission approved the Jan. 9, 2025 regular meeting minutes on a motion by Dave Garceau, seconded by Randy Godaire; the motion carried with recorded abstentions from Vice‑Chair Ken Fortier, Alternate Bob Dubos, and Helen Weingart. At 8:00 PM Randy Godaire moved to adjourn; Helen Weingart seconded and the motion carried unanimously.
Next steps: The commission asked that the owner of 80 Marcy Road be invited to the March meeting to discuss fines. The ZEO will continue to monitor the Singleton Road permit matter and the Phoenixville Road compliance case.
