The Sudbury Planning Board on May 13 approved the site plan and stormwater management plan for Frank Feeley Field at 200 Raymond Road, endorsing several design changes and placing a construction condition on the stormwater system.
Kyle Rowan, project manager for Gale Associates, told the board the original application was filed March 4, 2026, followed by Conservation Commission and Planning Board reviews; the Conservation Commission closed its hearing May 11 and drafted an Order of Conditions. Rowan outlined plan changes that shift a walkway between fields to improve grading and eliminate about 150 feet of chain-link fence, lengthen and level an infiltration trench, and reuse screened loam from the existing field while keeping the option to replace loam if necessary.
The board discussed technical details and construction oversight. Director of Planning & Community Development Adam Burney noted that the peer-review report did not address removal of the infiltration fabric at the bottom of the trench. Chair Stephen Garvin recommended removing the filter fabric and performing a soil test during construction; he also suggested lowering fence heights beyond dugouts to four feet. Victor Garofalo, Assistant Town Manager/Finance Director, said a 4-foot fence would not be an issue.
Vice-Chair John Sugrue moved and Member Julie Perlman seconded approval of the site plan, with the board expressing a preference for a 4-foot fence but allowing a 6-foot fence if Recreation prefers. The motion passed 4-0 (Sugrue, Perlman, Roopenian, Garvin). Sugrue then moved and Perlman seconded approval of the Stormwater Management Plan with the condition that the filter fabric be removed as discussed; that motion also passed 4-0.
The approvals clear the Planning Board’s review; the Conservation Commission’s Order of Conditions remains part of the regulatory record. Board members requested a construction soil test and confirmation that removal of the filter fabric is performed as specified before final sign-off. The Planning Board will monitor follow-up construction details through staff and peer-review channels.
