Committee members seek guidance on building inspector timecards and billing for clinic inspections

A staff member asked the Daggett County Municipal Building Authority on Oct. 14 for direction about how the building inspector should report hours spent on inspections for the county clinic: whether the inspector should submit a separate time card for the clinic work or whether hours should be broken out using job codes and billed to the MBA after payroll.
"The only comment I have is I was hoping for a little bit of direction on the building inspector," the staff member said, asking how to record inspection time for the clinic.
Board members discussed options. One committee member suggested creating a separate job code so that when the inspector’s time is entered in payroll the portion allotted to the clinic could be billed to the MBA after payroll is processed. The staff member said the town of Manila paid the first inspection invoice for the initial portion of the building, and the Chair said the MBA will reimburse the town for that amount.
"So we'll reimburse the town for that amount and then he'll..." the Chair said, indicating the board’s intent to restore the town’s payment for the inspection. Board members flagged the distinction between county work and town inspections, noting the county could have its own inspector but that the current arrangement had the town’s inspector doing the work under the town’s jurisdiction when applicable.
The board did not adopt a formal policy at the meeting. Members agreed to follow up: staff will consult with payroll (identified in the discussion as Carrie Allison) to determine whether a separate time card, a job code, or a billing-after-payroll approach is the simplest and most auditable way to allocate the inspector’s clinic hours.
The discussion was recorded during the public‑comment and business portion of the MBA meeting and produced a clear next step — consult payroll for an administrative solution — rather than an immediate policy change.
