Board approves two executive appointments for student support and special education

The Hartford Board of Education voted June 16 to approve two executive hires recommended by Superintendent Townsel.
The board approved Dr. Stephanie Lockheart as executive director of student support services. Townsel said Dr. Lockheart is a Hartford Public Schools graduate with more than 15 years in educational leadership and credited her work reducing chronic absenteeism at her current school. Dr. Lockheart told the board she plans to listen to students, families and teachers, and to build on existing attendance and climate gains.
The board also approved Dr. Kendy Anderson as executive director of special education. Townsel described Dr. Anderson’s three decades of experience across roles from classroom teacher to superintendent and called her a leader who balances technical compliance and family partnership. In questioning, Dr. Anderson emphasized outreach to families, advocacy for in‑district services where feasible and recruitment partnerships to grow local special‑education capacity; she acknowledged national shortages in some specialists (for example, speech‑language pathologists) and said the district will pursue multiple recruitment strategies and university partnerships.
Both appointments were approved by voice vote following motion and second.
