Guilford board adopts comprehensive Title IX policies, updates coordinator reference

The Guilford Board of Education on Nov. 11 voted to adopt comprehensive, replacement policies and regulations addressing sex discrimination and Title IX procedures for staff and students.
The board individually approved Policy 4112 (personnel) and its accompanying Regulation 4112, and Policy 5002 (students) and Regulation 5002. Board members and administrators said each adopted document is a full replacement of prior language rather than a line‑by‑line amendment. The chair said the board would replace the existing policy language entirely with the new drafts.
Administrators and trustees noted a typographical inconsistency in several titles where the packet sometimes used "sex‑biased" instead of the intended phrasing "sex‑based." Staff said they would correct the wording throughout the documents before filing. Board members also discussed how the rewritten procedures shorten the timeline for Title IX complaints: administrators said the prior process sometimes took many months and delayed remedies, and the new regulations are designed to resolve complaints more quickly.
The district packet listed Assistant Superintendent Jason Bowden as the district Title IX coordinator. Trustees acknowledged Mr. Bowden's resignation and directed staff to update the coordinator reference. "We will update this as of July 1st with a new individual," one administrator said, confirming the district will name the position and bring any needed procedural changes to the board for a brief reading in July.
The board approved each new policy and regulation during the meeting; members did not receive substantive amendments during the session and took the votes as presented.
