The Winchester City Council approved a conditional-use permit for 214 South Braddock Street to allow conversion of a ground-floor nonresidential unit to a single-family rental unit. The application, presented during a public hearing, noted the building's facade reads as residential and that the adjoining duplex already contains ground-floor apartments.
A presenter described the site as near the Discovery Museum and 5050 Tap House, with rear access from Indian Alley and sufficient parking. The presenter said the change would not be out of character for the block, which mixes residential and commercial ground-floor uses.
Councilors questioned procedural status of the public hearing and then moved to approve the request. After a roll-call vote the council approved the CUP as presented.
The decision allows the owner to convert the ground-floor space to residential use in accordance with the city's zoning ordinance (section 9-2-16). Any building- or code-related work will still require applicable permits before occupancy.
