St. Clair County reviews road projects and bridge grant; Kevin Creek safety widening planned

Clay Phillips, the county engineer, told the St. Clair County Commission at a June 4 work session that crews recently completed paving in the Camp Winnatos area and had moved to Show Creek, and that a safety‑widening project on Kevin Creek Road is in the planning stage with a probable letting around Sept. 30.
"Those will be paved shoulders two feet wide. They'll have some rumble strips on them also," Phillips said, describing measures intended to reduce lane‑departure crashes.
Phillips also presented a $20,000 proposal from Teraccon to core and investigate the newly finished portion of Veterans Parkway after reports of rutting and persistent wet areas. The firm would test cores at problem spots and recommend remediation options and potential special projects for next year.
Why it matters: the investigation will determine whether the new pavement requires repair or redesign before larger investments are made. Phillips said the older part of Veterans Parkway has held up under the same truck traffic, suggesting a localized problem with grade or subgrade materials.
Commissioners also discussed a multi‑jurisdictional bridge project tied to a BIP grant led by Lordell County. Phillips said planning is complete and the group is preparing a construction application. St. Clair County owes Lauderdale County $3,354 for engineering work already completed; commissioners were told approval to remit that local share will be placed on the Tuesday consent agenda.
On the Riverside bridge, Phillips said the engineering firm that prepared the original design is updating a proposal to perform design and environmental work so the county can pursue federal funding. He said he is still awaiting confirmation from ALDOT on whether a bypass road will trigger environmental review.
What comes next: commissioners directed staff to place the Teraccon proposal and the county's share of the BIP engineering cost on the upcoming regular meeting agenda for formal action.
