The St. Clair County Commission on April 28 closed a public hearing and approved the county’s FY2027 Section 5311 public transportation grant application to the Alabama Department of Transportation.
Public Transportation Director Janice Smith reviewed the program: service hours are 6 a.m. to 6 p.m. Monday through Friday; passengers are encouraged to schedule rides 24 hours in advance; fares are paid in cash and set at $2 per five miles with $1 for each additional stop; caregivers ride free and children under 5 ride free. Smith said the system operates 21 wheelchair‑accessible vehicles and described administrative and capital match ratios—the administration budget at 80% federal/20% local; operations typically at a 50/50 split; vehicle capital at 80/20.
The commission asked for public comment twice and heard none. By voice vote the commission closed the public hearing and approved submission of the FY2027 Section 5311 application; the approval authorizes staff to file the grant and the associated documents with ALDOT. The commission noted a staffing request in the proposed budget for additional drivers will be handled separately at budget time, and that approval of the application does not by itself authorize immediate hires.
