Arnolds Park council adopts ordinance changes, OKs $1.7M in budget transfers and multiple contracts

The Arnolds Park City Council on May 13, 2026 adopted Ordinance No. 2026-01, revising chapters of the city code related to stop/yield requirements, parking regulations, traffic-code enforcement procedures, golf carts and use of public sewers, and approved a slate of construction and finance actions at a 5:30 p.m. regular session.
Mayor Pro-tem Matt Richter introduced the ordinance and City Clerk Linda Nase described the proposed amendments during a public hearing that opened at 5:34 p.m.; no written or verbal comments were received. The ordinance was adopted by roll call with Councilmembers Adams, Pas, Richter, Christensen and Smith voting aye and no nays; the council unanimously moved to waive the second and third readings.
Council also adopted Resolution No. 18-2026, approving AIA Document G701-2017 Change Order No. 4 for the Arnolds Park Civic Complex, which reduced the contingency sum by $22,089.40 per the recommendation of the project architect. The council approved Pay Application No. 11 to Hausmann Construction in the amount of $980,680.36 on the recommendation of Cannon Moss Brygger & Associates Architects; the motion carried on a unanimous roll call vote.
The council approved Resolution No. 19-2026, awarding the contract and bond for the 2026 PCC Street Improvements project to Marlin Concrete and authorized the mayor to sign the documents. Resolution No. 20-2026 authorized professional services with Bolton & Menk, Inc. for demolition of an abandoned pump house. Both measures passed by unanimous roll call votes.
Council also approved Resolution No. 21-2026, renewing the S.H.I.E.L.D. agreement with the Northwest Iowa Planning & Development Commission for FY 2026–2027, and Resolution No. 22-2026, approving an Iowa Department of Transportation maintenance and repair agreement for primary roads effective July 1, 2026–June 30, 2031; the IDOT agreement was approved with an addendum specifying the City is not responsible for maintenance of silt basins installed as part of the storm sewer system. Both resolutions passed unanimously.
On financial matters, the council approved Resolution No. 23-2026, authorizing budget transfers for fiscal year 2025–2026 totaling $1,735,032.00. Councilmembers set a public hearing for Budget Amendment No. 1 for June 10, 2026, at 5:30 p.m., by motion that carried without objection.
The council took all votes by roll call; recorded ayes on the listed resolutions were Councilmembers Adams, Pas, Richter, Christensen and Smith. No nays were recorded in the meeting minutes.
The meeting concluded with a motion to adjourn that passed unanimously; Mayor Pro-tem Richter declared the meeting adjourned at 6:17 p.m.
