Granby School Committee approves FY27 operating budgets and conditionally awards generator contract

Committee members said town leadership agreed to increase the district’s allocation, allowing a level-service budget that preserves staff and services. The superintendent told the committee the package represents about a 1.29% increase compared with FY25 and that town savings from a planned partnership on out-of-district transportation with neighboring South Hadley will be redirected to regular operating expenses.
“We have a level-service budget,” the superintendent said. The committee approved the town allocation motion and then the total operating budget by unanimous voice vote.
The committee also moved to authorize a conditional award — pending successful contract negotiations — for the Granby Junior-Senior High School standby generator removal and replacement and campus surge protection project to Universal Electric Company Incorporated of West Springfield. The motion to conditionally award the contract passed by voice vote.
Finance and operations staff warned the committee they are monitoring substitute-teacher costs and other lines that could require transfers as the fiscal year closes. The finance director said the generator bid returned within the district’s original article amount but that he would consult town leadership about whether to proceed on the printed warrant or adjust the approach if costs exceed the article.
Committee members discussed one contingency if costs overrun: funds approved but not used could be returned to the town. No amendments or named roll-call tallies were recorded for the budget or procurement votes; the minutes note the votes were unanimous on the operating budget and voice votes carried the other motions.
The committee then moved to executive session to discuss collective bargaining for Unit A and did not return to open session.
