Board approves multiple procurement contracts; 9-1-1 center lighting bid passes 4–1
Summary

Harford County’s Board of Estimates on Dec. 16 approved a slate of procurement actions covering information technology support, facility HVAC work, industrial painting and uniform rentals, and multiple fleet vehicle purchases. Most motions passed unanimously with two members absent; one lighting contract for the county 9-1-1 center passed on a 4–1 vote.
Peter Brown of the Office of Information and Communication Technology asked the Board to award Solicitation No. 26-211 for 250 hours of professional services to IP DataSystems, Inc. “to be applied toward technical support and consulting services, including but not limited to installation, configuration, troubleshooting, documentation of data center and networking hardware, software, and related IT systems,” with a not-to-exceed award of $56,250. The Board approved the recommendation.
Ross Coates of the Department of Emergency Services described the DES PSAP Lighting Project, noting the existing Crestron system and the recommendation to have BoMark Electric Company install new equipment compatible with the Crestron control unit. The department recommended awarding Bowings & Huber, LLC d/b/a BoMark Electric Company $167,250 for the work. That motion passed with four members in favor and one opposed; two members were absent.
Other approvals included: a $309,100 award to Dynastics Inc. to replace seven HVAC split systems at the Converge Innovation Center East Wing; industrial painting services for Water and Sewer with a not-to-exceed annual amount of $500,000 awarded across three contractors; and a uniform rental and apparel contract with Chesapeake Uniform Rental, Inc. (not to exceed $70,000 through June 30, 2026 and $130,000 per year for option years).
Fleet and equipment procurements approved included a 2024 Gradall hydraulic excavator for $553,091.36; five 2027 Kenworth T480 snowplow dump trucks for $1,391,855; a 2026 Chevrolet Suburban for $66,452 that will serve the Sheriff’s drone unit; and a 2026 Chevrolet Tahoe for $61,276 as a purpose-built patrol equipment vehicle. Procurement staff also requested and the Board approved a change order for Daniel Champ increasing the contract to $32,000 per year.
Joseph Siemek moved approval of the listed solicitations and Spencer Ebann seconded for each motion unless noted; the minutes record the various motions as approved as indicated above. The meeting adjourned at 1:39 p.m.
