Developer seeks reapproval for small construction-services building on US 1 in Harford County

Two Black Dogs LLC asked the Harford County Development Advisory Committee on Jan. 7 to reapprove a site plan for an 8,038-square-foot construction services building on a 2.11-acre parcel along Conowingo Road (US 1), east of Ady Road (MD 543).
David Taylor of David G. Taylor & Associates, the project engineer, told the committee the application asks only for reapproval of a plan originally approved July 5, 2023, and that subsequent engineering work on stormwater, sediment control and State Highway access has led to minor updates since the earlier approval.
Why it matters: County reviewers said technical items remain to be resolved before final signoff. The Harford County Health Department requested clearer on‑site sewage disposal (OSDS) drawings, septic tank and pump-chamber sizes, percolation-test locations and corrected well labelling. Soil conservation and DPW engineering reiterated the need for an integrated sediment‑and‑erosion-control plan, NPDES permitting where applicable, a 20-foot access easement to any stormwater management (SWM) facility and a suitable outfall with additional topography shown for outfall verification.
Agency comments and developer responses Bill Snyder of Volunteer Fire and Emergency Services asked whether the site entrance gate would be secured; Taylor and property owner Jay Van Deusen said there would be an outbox and a gate with controlled hours and an outbox on the building. Clarence Cullum of the Soil Conservation District and DPW Engineering emphasized that sediment control must be coordinated with stormwater management and that an NPDES permit will likely be required because the site disturbs more than one acre. DPW Engineering noted that SWM facilities must be inspected and that a 20-foot maintenance access easement will be required. Planning and Zoning staff reminded the team that the lot is split-zoned B3 in the front and AG at the rear and that a buffer is required between the two zones.
What’s outstanding The Health Department listed specific plan corrections: clearly label septic tanks and pump chambers, show dimensions and contour‑aligned septic trenches, correct the force-main setback to maintain 15 feet from property lines, and show all previously located percolation holes and adjacent wells within 200 feet. Planning staff also noted that the SWM easement on the west side must be explicitly shown and described.
Next steps County staff told the applicant to submit a revised site plan showing the missing OSDS details, easement boundaries and any revisions to SWM/outfall work; DPW and MDE permits must be secured as required before building permits and final use-and-occupancy certificates are issued.
