Killingly board hears Q1 financial report, approves budget transfers to cover contracted special-education services
Summary
The board heard a first-quarter financial report showing $561,000 above earlier revenue projections (driven by retained ASTE grant funds and higher enrollment) and approved budget transfers totaling amounts over $10,000 to cover contracted school psychologist, speech-language pathologist, and special-education teacher services.

The Killingly Board of Education reviewed its first-quarter financial report on Oct. 8 and approved several budget transfers to cover contracted special-education and related services.
Christine Clark reported that the district closed the first quarter with about $561,000 more revenue than anticipated, primarily due to retained ASTE grant funds and an uptick in regular-education enrollment from a projected 61 to 77 students. She said anticipated expenditure savings of roughly $119,000 stem from salaries and benefits for unfilled positions; the district will continue monitoring tuition, transportation and related services.
Board members moved and approved three separate budget transfers over $10,000 to cover contracted services: psychologist services (mover Kevin Marcoux, seconder Kelly Martin), speech-language pathologist services (mover Kevin Marcoux, seconder Kyle Napierata), and a contracted special-education teacher (mover Kevin Marcoux, seconder Misty Murdock). Each motion was recorded as unanimous. The board also approved September check authorizations in a unanimous vote.
Clark explained that tuition from out-of-town regular-education students (from Brooklyn, Pomfret, Woodstock and Sterling) flows to the town’s central fund and offsets tax-raising needs; she clarified that special-education costs and reimbursements are expected to balance out and will be monitored.
