Council to clarify dock-sharing rules after enforcement concerns; Oakland County Boat Club event request set for next agenda

City Manager Martin told council the city will clarify its dock-sharing language to require that a dock holder who shares space must have a registered watercraft with an MC number.
"The dock holder has to have a registered watercraft with an MC number in order to share the space," Martin said, noting there are cases where people list kayaks but share space under another person’s dock fee. Council agreed to clarify the rule to prevent nonregistered sharers from occupying paid spaces.
Several speakers raised enforcement issues and eligibility. Jennifer Becker suggested limiting dock spaces to residents rather than all property owners; Martin said because property owners pay taxes the city must offer spaces broadly and that proving nonresidency is difficult. Nicole Menuck prompted a discussion about the Beverly/Warwick docks; Martin explained developer Sam Warwick drew the area for his development and the city does not regulate those private docks.
Council reviewed a request from the Oakland County Boat Club for outside events with music and noted the club is asking for one more event than last year; the council asked staff to put the request on next week’s regular meeting agenda for action.
