Audit shows Sylvan Lake under budget, AA+ bond rating; council signals funding limits and possible charter amendment

Sylvan Lake's City Council on Dec. 11 accepted the fiscal-year 2023/24 audit and approved the consent agenda that included disbursements and payroll totaling $385,429.21. City Manager Martin presented the audit highlights and discussed budget implications for future capital needs.
Martin said the city came in under budget by a "significant amount" and that that fiscal position allowed staff to complete one-time projects this year, including tennis/pickleball court improvements and beach work. He noted the city's AA+ bond rating remains intact. At the same time, Martin warned the city is largely built out and thus lacks the steady growth in taxable value that many municipalities use to expand revenue. He said staff will likely propose a charter amendment to consolidate millages as a possible mechanism to increase funding flexibility.
Council approved the consent agenda by unanimous vote. The consent agenda also included the public works and police reports for November and the final audit report for FY 2023/24.
Martin also gave operational updates: leaf collection for the season is complete though staff will propose policy changes at a future study session; the first Sylvan Lake Holiday Festival drew about 150 attendees, which the manager and council praised as a community success.
