Board approves Danville and Middletown policing agreements with 4.7% cost increases

The Des Moines County Board of Supervisors on Jan. 27 approved annual agreements to provide law-enforcement services to the City of Danville and to Middletown for FY2026'FY2027.
Sheriff's office staff explained the agreements and recommended approval. For Danville the agreement resembles a set-hours arrangement and for Middletown the county bills in round numbers without a fixed weekly-hour guarantee; in both cases the sheriff's office said the proposed increases are about 4.7'4.8% from the prior year to cover wages, benefits and equipment.
The sheriff told the board that the department attends city council meetings for the towns it serves and that command staff monitors GPS data and geofencing for patrol cars to document time spent in each community. "We look at the time per capita, the cost per capita," the sheriff said, and staff compare those metrics to surrounding communities when setting charges.
Supervisors moved and approved both agreements during the meeting. The board was told the Minneapolis agreement had been approved by that city and the county expected a signed copy for the board in the coming week.
