Des Moines County awards sheriff's parking-lot contract to Jones Contracting at $198,254

The Des Moines County Board of Supervisors on Jan. 27 approved a contract to rebuild the sheriff's office parking lot, awarding the project to Jones Contracting at a low bid of $198,254.15.
Public-works staff said the project drew eight bidders and came in significantly below the engineering estimate of about $300,000. Brian Carter, who briefed the board, said the bids ranged up to roughly $271,150 and that the low price represented strong competition. Carter recommended awarding the work to Jones Contracting and the board approved the recommendation.
Carter told supervisors the project will be managed like a road construction job and that the contract includes a late start date of Aug. 3 and 32 working days before liquidated-damage provisions apply. He said staff added language to minimize disruption by preserving the small rear area for on-duty deputies as long as practicable and by accommodating required handicap grading and a future maintenance project near the building.
Kevin Ray, a county staff member who participated in the project planning, confirmed the contract contains provisions to limit closure of the rear access so deputies can leave and return to the facility during construction. Carter noted ordinary inconvenience for staff parking while the large lot is under construction.
The board approved the motion without recorded opposition.
