Councilor Bryan Wolfe moved to introduce and approve the first reading; Councilor Kenny Holmes seconded the motion and the roll call showed Ayes from Clark, Hampton, Holmes and Wolfe with no Nays. City staff presented the proposal with the stated rationale that water rates have not increased since 2017 while operational costs have steadily risen and the city faces necessary capital work including a new water tower and water-main replacements.
The ordinance’s immediate effect would be a $9 increase in the minimum monthly bill effective Jan. 1, 2025; subsequent percentage increases are scheduled to take effect on the dates specified in the ordinance text. The council did not adopt final passage at the meeting; this action recorded the first reading and initiation of the ordinance process.
Councilors and staff said the increases are intended to fund system improvements and ongoing operations. The city did not provide an aggregate dollar estimate for the capital projects at the meeting or a projected per-customer monthly bill after the full set of increases.
