Chaplin PZC approves FY 2024–25 annual report; ZEO lists recent permits issued

Commissioner Peter Haines moved to approve the annual report; Dave Garceau seconded and the motion carried. Earlier in the meeting the commission approved the July 10, 2025 regular meeting minutes on a motion by Bob Dubos, seconded by Dave Garceau, with an abstention by Peter Haines.
Zoning Enforcement Officer Jay Gigliotti presented the monthly report and told the commission that two zoning permits were issued: a two‑car garage and slab on Miller Road and a new single‑family residence on Scotland Road. Gigliotti also reported one zoning compliance for a new single‑family residence on Tower Hill Road. He said the monthly report is available at Town Hall.
Commissioners asked about filling a vacancy (a replacement for Ken) and whether there was an update on a possible 35‑acre purchase near the Airline Trail; Gigliotti said no building permit request has been filed to date. The commission also noted an email from Helen Weingart requesting a bylaws update to clarify filling vacancies. Chair Pete Fiasconaro said Eversource notified adjacent landowners about tree trimming along its right of way and indicated there is no plan to spray near the Natchaug River and ponds this year.
The meeting concluded with a motion to adjourn at 7:49 PM; the motion carried unanimously.
