Planning Board closes hearing on Wireless Services Overlay District changes ahead of May 4 town meeting

The Sudbury Planning Board on March 25 voted to close its public hearing on proposed amendments to the Town Zoning Bylaw, Section 4300 (Wireless Services Overlay District), ahead of the May 4, 2026 Annual Town Meeting.
Director of Planning & Community Development Adam Burney said the proposed bylaw rewrite would update language to reflect contemporary wireless facility needs, create a more defined application process, broaden evaluation criteria for new facilities, require more abutter notifications and require submission of a decommissioning bond for removal of any wireless facilities. Burney noted the Master Plan recommended amending support infrastructure and that wireless coverage outside the Boston Post Road corridor is inconsistent.
Resident Patina Westerberg urged the board that cell towers not be concentrated in a particular area of town. Burney said the prior bylaw included a co-location requirement before permitting new towers.
Clerk Ahnu Shah moved to close the public hearing on the proposed Zoning Amendment to replace Section 4300. Vice-Chair John Sugrue seconded; the motion passed unanimously with recorded votes Sugrue-aye, Roopenian-aye, Perlman-aye, Shah-aye and Garvin-aye. The amendment will appear on the warrant for the May 4, 2026 Annual Town Meeting.
