Corydon council approves engineering contract, sewer change order, tax abatements and curb work; denies extension for Hwy 2 building

The Corydon City Council on Sept. 25 approved a set of routine infrastructure and economic development items and denied a property-owner request for more time to address a long-standing nuisance on Hwy 2.
Key approvals included a $2,500 contract with Hall Engineering for initial cost preparation on the West South Street rehabilitation project and authorization for Change Order #2 on the sewer relining/repair project to add a manhole on Marion Street, with council authorizing up to $25,000 to keep the project moving while the contractor (Municipal Pipe) finalizes exact costs. Bryan Wolfe moved to approve the Hall Engineering contract; Chase Clark seconded. Kenny Holmes moved approval of the change-order authorization; Dawn Christian seconded. Both motions passed 5-0.
The council also approved two tax abatements tied to Goben Automotive: Resolution 2025-017 for 610 W Maple Street (moved by Dawn Christian; seconded by Chase Clark) and Resolution 2025-018 for 614 N Butler Street (moved by Dawn Christian; seconded by Kyle Hampton). The city authorized curb replacement at 108 S Franklin up to $3,000 after property owner Verle Norris discussed planned sidewalk work (motion by Christian; seconded by Clark). Council approved a requested street closure for the Wayne High School homecoming parade (motion by Dawn Christian; seconded by Kyle Hampton), with the formal approval recorded in a separate motion at SEG 002.
Property owner Fred Snyder asked the council for an extension to address nuisance conditions on his Hwy 2 property (the "Snyder Building"). Snyder said he had quotes for repairs but no timeline. Councilors expressed concern that little progress has been made over years; on motion by Kenny Holmes, seconded by Bryan Wolfe, the council denied Snyder's extension request by unanimous vote.
Other items: the consent agenda (unpaid/prepaid bills and Sept. 11 minutes) and the meeting agenda were approved by unanimous votes. The fire chief also reported that the department placed fourth in state competition, had received a thermal drone, and that one replacement grass truck still needs emergency lights programmed.
