Union City Council unanimously removes lien, approves canoe launch contract and awards Renaissance grants

At its Aug. 27 meeting the Union City Borough Council voted unanimously to remove a $2,690 lien on a Landbank property, award a $16,679 contract for a canoe/kayak launch contingent on an easement, approve seven Renaissance grant applications totaling $23,600 and accept the EACOG audit.
Union City Borough Council unanimously approved a slate of administrative actions at its Aug. 27 meeting, including removal of a municipal lien on a donated Landbank property and the award of a construction quote for a canoe and kayak launch.
The council voted to remove a $2,690 lien against 121 East High Street, a parcel the Erie County Landbank now holds. Councilor Kerns moved to remove the lien and Councilor Steadman seconded; the motion carried unanimously. Borough Manager Cindy Wells told council members the Landbank requested the lien be removed.
Council also reviewed two quotes for a canoe/kayak launch at the American Legion ball field and, after engineering review by The EADS Group, accepted Construction Services of PA’s $16,679 quote. The award is contingent on the borough receiving an easement from the American Legion. Councilor Osborn moved to accept the quote and Councilor Kerns seconded; the motion carried unanimously.
Wells reported seven Renaissance Grant applications requesting $23,600 in funding from an available balance of $90,547.35 and recommended approval to help fight blight through property improvements. Councilor Steadman moved and Councilor Osborn seconded acceptance of the recommended grants; the motion carried unanimously.
Council members also passed a resolution accepting the Erie Area Council of Governments (EACOG) audit report as presented. Routine procedural motions to approve the agenda, minutes, the secretary’s report and the payment of bills were recorded earlier in the meeting and carried unanimously.
The council was reminded that a public hearing on a zoning ordinance amendment and a forthcoming vote on a parking ordinance amendment will be advertised as required, and the borough will send a letter of support for a PennDOT Charging & Fueling Infrastructure Discretionary Grant application for the US Route 6 corridor. The next regular council meeting was announced for Monday, Sept. 16, 2024, at 6:30 P.M., with the zoning public hearing to be advertised separately.
