Foundation representative John (Donna Reed Foundation) told the council that tax abatement would not cover the full building value and estimated that abatement for improvements would only amount to “about 1,000 dollars,” far short of the $50,000 the city is being asked to contribute. He said the $150,000 is a state emergency catalyst grant in which the state expects a local match and that the foundation has raised or sought the remaining funds through private sources.
Residents pressed the foundation on local access and long-term sustainability. Marybeth Hershey, a foundation board member, said she supports more frequent public programming and urged continued work on modernization, accessibility and repairs: “I totally agree with both sides that having someone local would be absolutely lovely,” Hershey said, adding the building needs upgrades such as improved bathrooms and handicap access to support larger, regular events.
Robin, another foundation board participant, emphasized existing tourism activity and private-group bookings and outlined planned events and outreach: “We have the opportunity to continue with the tour buses… We have an event coming up, with the Elvis thing that’s coming up,” she said, noting the foundation organizes motor coach tours and special events that draw visitors from outside the county.
Several residents and council members said the foundation’s board could better advocate for and produce local programming if it included voting members who live in Denison. John said the foundation’s selection of voting members is based on mission fit and that while the foundation will consider local candidates, it does not tie board membership to receiving funds. He also said the foundation is open to appointing ex officio members and has agreed to improved communication channels with the Iowa Economic Development Authority to keep the city informed.
A foundation board member also disclosed an incident of past vandalism to the theater’s sound system, saying the board had not previously publicized the damage; foundation members said repairs were made but the system had not been fully restored.
