Council moves to award 2024-23 storm sewer contract after bids come in above estimates

The City Engineer presented bid results for the 2024-23 storm sewer improvement project and recommended awarding the base bid plus alternate 1 (heat-cured liner) to On Track Construction LLC of Nevada.
“The base bid is what would be needed for the storm sewer; there were two alternates for heat-cured and UV liners,” the City Engineer said, and recommended the base plus alternate 1. The engineer said completion is expected by mid‑May next year.
Council noted that bids came in above the original engineering estimate; the engineer confirmed the total award would be approximately $324,090 and that the current bonded amount would not fully cover that total. Staff said the city can either bond for the shortfall as part of next bond issuance or identify additional funding sources before construction begins.
A council member asked whether rebidding might produce better prices; staff replied that rebidding would not likely reduce prices significantly and that delaying could risk further deterioration at the sinkhole location identified near Bel Air. “If the funds aren’t there… I don’t think the whole pipe is going to fail catastrophically, but something needs to be done,” the City Engineer said.
Next steps: staff will finalize contract paperwork and bring a funding recommendation to council (bonding or alternate funding) for the remainder of the project cost before construction starts.
